
Anne Tarpinian
Prior to joining Ostroff Associates, Anne served as Assistant Secretary for the Environment in Governor Cuomo’s Executive Chamber, where she helped oversee daily operations for several state agencies and advanced a wide range of environmental and clean energy policy initiatives.
Anne also served as Director and Counsel to the NYS Senate Majority Energy and Telecommunications Committee, and as Senior Energy and Environment Counsel to the Senate Majority, where she negotiated landmark legislation including the NYS Article 10 Electric Generation Siting Law and the Water Resources Protection Act.
During her career in the Legislature and Governor’s Office, Anne consistently found solutions that balance economic growth with environmental sustainability. She successfully redirected policies harmful to New York’s business climate in favor of cost-effective, environmentally sound proposals, including securing legislation to make energy procurement and clean energy investment processes in New York more transparent and fair for all participants.
Anne has developed comprehensive knowledge of the State legislative and budget processes as well as State and federal administrative processes, with particular expertise in the energy, environment, agriculture and telecommunications sectors. Anne received her JD and Masters in Environmental Law from Vermont School and her BA with honors from the University of Chicago. She resides in Albany with her three boys and two dogs.
