Rick Ostroff

Rick has been working in government, advocacy, and politics in New York State for over 40 years. He founded Ostroff Associates, a leading government relations and lobbying firm in New York, in 1995 and since then has provided unparalleled leadership and expertise to clients across New York State and Washington, D.C.

In growing the firm to where it is today, Rick has carefully assembled a team of experienced professionals who exemplify the dedication and integrity it takes to achieve client goals. Under his guidance, Ostroff Associates has become the premier government relations and advocacy firm in New York State, trusted for its work in public affairs and political consulting.

For over three decades, Rick has represented clients in areas such as economic development, real estate, financial services, entertainment and tax policy, maintaining strong relationships across all branches of government and advancing clients’ advocacy priorities.

Before founding the firm, Rick served as Assistant for Legislative Affairs to Governor Mario Cuomo, advising on key legislation and acting as liaison to the New York State Legislature. He also served as Assistant for Regional Affairs, Director of the Environmental Bond Act, and Legislative Coordinator for the New York State Consumer Protection Board.

Rick’s leadership continues to be recognized by industry publications. He has been named to City & State’s “Albany Power 100” and amNY and PoliticsNY’s “Power Players in Public Relations and Lobbying.” In 2025, Rick and COO Diana Ostroff were recognized by the Albany Business Review Power 50 Duos list for their commitment to strengthening the Capital District community. Under Rick’s leadership, Ostroff Associates has been consistently ranked a top 5 lobbying firm in New York State.

Beyond his professional accomplishments, Rick has a long history of civic engagement. He has chaired the Board of Directors for the Leukemia & Lymphoma Society’s Upstate New York/Vermont Chapter and serves on the Albany Black Chamber of Commerce Board of Directors as well as the UAlbany Athletics Board. Rick is also an avid supporter of Albany’s South End Children’s Café and their efforts to improve food security in the community.

Diana A. Ostroff
Chief Operating Officer

Diana joined Ostroff Associates in 2011 and today serves as an owner and senior leader of the firm, shaping its strategic vision and overseeing daily operations alongside her husband. In addition to co-leading the firm, she manages one of its largest portfolios, representing many of the nation’s most prominent companies. With more than 30 years of experience advocating for the private sector, Diana brings deep policy expertise across industries and a proven record of results. Her dynamic leadership, professionalism, integrity, and energy drive every client engagement.

Prior to joining Ostroff Associates, Diana served as Vice President of Advocacy and Communications for one of New York’s largest regional chambers of commerce, where she established and led comprehensive state and federal advocacy programs. Earlier in her career, she held leadership roles including Assistant Vice President at the Life Insurance Council of New York (LICONY) and Assistant State Director at the National Federation of Independent Business. She began her career as a lobbyist with The Business Council of New York State, managing complex legislative and regulatory initiatives spanning consumer products, e-commerce, financial services, and insurance.

Throughout her career, Diana has successfully developed and executed policy strategies and lobbying campaigns for globally recognized corporations, consistently achieving meaningful outcomes in response to legislative, regulatory, and executive challenges. Her focus remains on strengthening New York’s business climate and driving economic growth.

A respected voice in state politics and government, Diana has appeared on City & State’s Women Power 100 list every year since its inception and has been recognized as a “Power Player in Public Relations and Lobbying” by amNY and PoliticsNY. She is a recipient of the Albany Business Review’s Women Who Mean Business award and, along with her husband Rick, was honored among the Power 50 Influential Duos for their impact on the region’s economic landscape.

Diana serves on the Board of Trustees at Siena College and the Board of the Albany County Business Development Corporation’s Al Tech Loan Fund. She holds an MBA from The College of Saint Rose and a bachelor’s degree in marketing management from Siena College. She resides in Loudonville, New York, with her family.

Evan Sullivan
Executive Vice President

Evan joined Ostroff Associates with a wealth of legislative and political experience spanning more than a decade in New York State Government. His work has centered on advancing public policy initiatives, navigating complex government affairs, and managing critical legislative negotiations that shape outcomes across the state.

Before his tenure at Ostroff Associates, Evan served as Director of Legislation and Senior Advisor to the Independent Democratic Conference in the New York State Senate Majority Coalition. In this senior role, he was instrumental in developing and advancing legislative, policy, and budgetary priorities. His leadership in State budget negotiations addressed major issue areas including health, mental hygiene, housing, and education, demonstrating his expertise in policy advocacy and stakeholder engagement.

Evan began his career in the Office of Senator David Carlucci, where he held several key positions including Deputy Chief of Staff and Legislative Director. He also served as Committee Director for both the Senate Committees on Mental Health and Developmental Disabilities and Social Services, deepening his understanding of state government relations and the legislative process.

At Ostroff Associates, Evan applies this extensive experience to guide clients through New York’s public affairs landscape, helping them identify strategic opportunities and achieve meaningful outcomes. His accomplishments have been recognized across the industry, including City & State’s Albany 40 Under 40 Rising Stars (2020), Upstate Power 100 (2023 and 2024), and Who’s Who in Government Relations (2024 and 2025). In 2025, he received the Autism Advocacy Award from Mental Health News Education.

Andrew Kennedy
Executive Vice President

Andrew Kennedy joined Ostroff Associates in 2020, bringing nearly two decades of experience in government operations, economic development consulting, and organizational management. Prior to joining the firm, Andrew served as the President and CEO of the Center for Economic Growth, a regional economic development organization in New York’s Capital Region, where he advanced strategic partnerships and public-private initiatives that drove regional growth.

Before his tenure at CEG, Andrew spent more than 15 years in New York State government in progressively responsible positions, including serving as the Deputy Director of State Operations for Governor Andrew M. Cuomo. He also held roles at the New York State Division of Budget and the New York State Assembly, where he developed a deep understanding of fiscal policy consulting, economic development programs, and state budget and policy strategy.

Andrew has been recognized by City & State Magazine’s “Upstate Power 100” list in both 2023 and 2024 for his work supporting clients and their government affairs projects across Upstate New York. In 2024, he was also featured on City & State’s inaugural “Trailblazers in Economic Development” list, which honored leaders driving economic growth and community development at both the local and state levels.

Andrew holds a master’s degree in Public Administration from the Nelson A. Rockefeller College of Public Affairs and Policy and a bachelor’s degree in Political Science from Siena College.

Chantel Burnash
Director of Operations

Chantel Burnash joined Ostroff Associates in February 2018 with a strong background in state and local government relations. As Director of Operations, she brings a keen aptitude for organizational management and substantial experience supporting the firm’s public affairs and advocacy consulting efforts.  She additionally manages the full planning and execution of firm events.

Before joining the firm, Chantel worked at Capitalize Albany Corporation, where she provided executive and administrative support for the President and managed the operations of three Boards, helping advance the organization’s economic development initiatives. Prior to that, she spent nine years at a government affairs firm, serving as a key point of contact between lobbyists, clients, legislators, and government agencies, ensuring effective coordination across policy and government affairs projects. Earlier in her career, she worked under Governor George E. Pataki’s administration as an Appointments Officer in the State Capitol and as a Special Assistant to the Deputy Commissioner at the Empire State Development Corporation, where she supported economic development programs across New York State.

In 2023, Chantel was recognized on City & State Magazine’s “Responsible 100” list for her commitment to uplifting local charities such as the Leukemia and Lymphoma Society, as well as for her work at Ostroff engaging in community partnerships and civic impact initiatives with organizations including the South End Children's Cafe, the Albany County Department for Children, Youth and Families, and Feed Albany.

Erin joined Ostroff Associates in January 2002 with a background in change management and organizational effectiveness. Having spent her first nine years with the company as a lobbyist and government relations professional, Erin now primarily focuses on ethics compliance for the company and its clients. Her work ensures transparency and adherence to state lobbying and advocacy regulations across all client engagements.

Erin graduated Magna Cum Laude with a degree in Psychology from The College of Saint Rose and earned a master’s in Industrial/Organizational Psychology with honors from Teachers College, Columbia University.

Kaleigh Borden
Chief of Staff to the President & CEO

Kaleigh is returning to Ostroff Associates with over a decade of experience in government relations, public affairs, and policy advocacy. In her role as Chief of Staff to the President & CEO at Ostroff Associates, she collaborates directly with the President to deliver exceptional client services and orchestrates comprehensive outreach and engagement strategies across all levels of New York State government.

Kaleigh recently served as the Deputy Executive Director of Research and Policy at the Conference of Big 5 School Districts, where she focused on policy development, budget advocacy, and government affairs strategy to enhance educational opportunities for New York’s urban school districts. Through drafting and advancing legislation, she advocated for more equitable education funding and provided strategic guidance on legislative, budget, and regulatory matters to support successful lobbying and advocacy efforts on key P-12 education initiatives.

First joining Ostroff Associates in 2015, Kaleigh served as Legislative Director, managing the firm’s legislative tracking, policy analysis, and reporting for more than 100 clients, ensuring they remained well-informed on key government affairs developments. She authored weekly reports that synthesized relevant legislative activity and political developments, equipping clients with insights to stay ahead of evolving issues. Throughout her tenure, Kaleigh went on to serve as Chief of Staff to the President and CEO, and Vice President, working collaboratively to deliver strategic advisory support to clients and advance their advocacy and engagement initiatives across New York State. During this time, she also managed the firm’s pro-bono client portfolio, overseeing efforts that led to measurable success for nonprofit advocacy organizations. Additionally, she led the company’s philanthropic initiatives and community engagement programs, organizing employee volunteer activities and overseeing donations that reflect the firm’s values, while also directing communications and visibility campaigns to strengthen the firm’s brand.

Before her tenure at Ostroff Associates, Kaleigh worked for the Mayor of Albany, where she managed the Mayor’s schedule and coordinated community engagement efforts between city leadership, local agencies, and constituents. She began her career at a government affairs firm, where she provided critical support to lobbyists and clients, conducted in-depth policy research, legislative analysis, and prepared persuasive advocacy materials to advance client interests.

In 2024, Kaleigh was named one of Albany's 40 Under 40 Rising Stars in New York State Government by City & State New York. She previously served on the Board of Directors for the South End Children’s Café. Kaleigh graduated summa cum laude from Canisius University with a B.A. in Political Science and a minor in Economics.

Anthony Rodolakis
Executive Director of Tax Policy

Anthony joined Ostroff Associates in July 2023 and currently serves as Executive Director of Tax Policy, bringing decades of public- and private-sector economic expertise to the firm’s government affairs work. In this role, he leads OA’s tax policy and economics practice, helping clients navigate New York’s complex fiscal and incentive landscape.

At Ostroff Associates, Anthony advises clients across multiple sectors, including manufacturing, entertainment, clean energy, maritime infrastructure, and port modernization on incentive strategy, fiscal impacts, and legislative positioning. His work spans the full spectrum of New York State’s tax and economic development ecosystem: from advising global firms on high-impact credit and incentive structures, to supporting shipping, logistics, and port-related organizations in navigating regulatory, financial, and decarbonization frameworks. In addition to his policy portfolio, Anthony contributes across Ostroff’s functional areas, collaborating with colleagues to advance client goals related to budget strategy, business development, and government affairs.

Prior to joining Ostroff Associates, Anthony served as the Unit Chief of the New York State Division of the Budget’s Economics and Revenue Unit (ERU). In this role, he supervised a large team of economists and revenue analysts responsible for the Division’s economic and revenue forecasts and the preparation of the Executive’s revenue and tax policy proposals as part of the Executive Budget. Anthony worked closely with the New York State Senate and Assembly in negotiating a diverse spectrum of tax policy initiatives, including proposals that expanded the State’s tax incentives for businesses and individuals, with a focus on economic development and revitalization, job growth, and tax simplification. His leadership contributed to shaping fiscal policy consulting and government affairs strategy at the state level.

Prior to his role at the Budget Division, Anthony spent 19 years with the New York State Assembly’s Ways and Means Committee, serving for the last three years before his departure as Director of Tax and Economics, where he supervised a team responsible for developing the Assembly’s tax policy proposals. In this role, he worked extensively with Assembly leadership and members, helping to identify and implement the Majority Conference’s policy priorities. Anthony also served as Director of the Assembly’s Tax Study Commission, overseeing analysis of the State’s tax incidence and tax reform initiatives as part of the Assembly’s broader public finance and revenue policy consulting work.

In addition to State service, Anthony spent six years with PricewaterhouseCoopers’ Hospitality and Leisure practice as Research Manager, advising a variety of Wall Street investment banks as well as large publicly traded and private hotel firms on market growth, fiscal trends, and economic forecasting.

Anthony holds a Doctorate in Economics from the University at Albany and a Master’s degree in Development Economics from the University of Manchester in the U.K.

Marc Hiller
General Counsel, Director of Procurement Services

Marc joined Ostroff Associates in the fall of 2023 with extensive experience in public procurement, government contracting, and procurement compliance consulting.

Marc leads Ostroff Associates  procurement services practice, helping clients navigate the complexities of New York State’s procurement landscape from initial bidding strategy and bid submission through contract award and implementation. He advises on solicitation development and responses, vendor responsibility and compliance, and effective use of statewide and agency-specific contracts, ensuring clients can compete successfully while meeting rigorous legal and regulatory requirements. Marc’s practical, solutions-oriented approach helps public, nonprofit, and private-sector organizations align their procurement strategies with their operational and policy goals.

Marc is a member of the American Bar Association Section of Public Contract Law working with the National Association of State Procurement Officials (NASPO) and other organizations to review and update the Model Procurement Code (MPC), which provides best practices for state and local governments to create transparent, fair, and efficient public purchasing systems, covering everything from bidding processes and contract formation to ethics and dispute resolution.

Prior to joining the firm, Marc served as the Supervising Attorney for Procurement in the New York State Office of General Services (OGS) Counsel’s Office for seven years. He has extensive knowledge of the state procurement process, including drafting solicitations, assessing vendor responsibility, reviewing award and non-award determinations, drafting and negotiating contracts, overseeing vendor debriefings, and addressing contract administration issues. His work strengthened the State’s procurement transparency and contract management strategy.

As Supervising Attorney, Marc supported OGS Procurement Services and the OGS Agency Procurement Office. Procurement Services is the State’s central procurement office, overseeing a $29 billion portfolio comprised of more than 1,500 commodity, service, and technology contracts used by 7,600 organizations across New York State, including state agencies, public authorities, local governments, SUNY/CUNY institutions, school districts, and nonprofit organizations. The Agency Procurement Office conducts procurements for OGS and hosted agencies such as the Office of Cannabis Management, the State Board of Elections, and the State Liquor Authority, helping advance public procurement advisory and compliance initiatives.

In his role as Supervising Attorney, Marc also served as Counsel to the State Procurement Council, providing strategic guidance on state procurement policy and contract governance.

Before his tenure at OGS, Marc worked in the Counsel’s Office at the New York State Office of Information Technology Services (ITS), where he was Lead Counsel for programs such as Contracts and Procurements, Telephony/Network Infrastructure Delivery Services, the Chief Administrative Officer, the Broadband Program Office, and the Policy Office. His work supported state technology procurement and contract strategy across multiple agencies.

Marc began his government career as an Assistant Counsel at the New York State Legislative Bill Drafting Commission, where he drafted legislation for 24 members of the Legislature and gained early experience in public sector policy development.

Before joining government, Marc worked in private practice engaged in all aspects of civil and criminal litigation.

Marc holds a B.A. in Political Science from the University of Massachusetts at Amherst and a Juris Doctor from the Washington College of Law at American University.

Ruth Walters
Senior Advisor, Procurement Services

Ruth has a distinguished record of leadership in government relations, public affairs, and procurement consulting, with decades of experience shaping public policy, managing complex operations, and guiding successful public-private partnerships. Prior to aligning with Ostroff Associates, she founded The Walters Group, a government procurement consulting firm that has successfully helped businesses and nonprofits navigate the public procurement process to expand their products and services in the government marketplace for more than 20 years.

Ruth previously served as an Assistant Comptroller in the Office of the State Comptroller, where she managed more than 250 employees overseeing all payment, contract, and accounting operations for the entire State of New York. Ruth also has extensive private sector and contracting experience, having served as Project Director at Lockheed Martin IMS, where she managed the first of its kind seven state government contract for the delivery of food stamp and welfare benefits across New York and New England, advancing public sector efficiency and program delivery.

Ruth also served as a top level aide to two Assembly Speakers, eventually rising to the position of Secretary to the Speaker’s Program and Counsel Staff. She later served as a senior advisor to Governor Mario M. Cuomo, where she directed both the Office of Business Permits and Regulatory Assistance and the Office of Management and Productivity, contributing to state government policy consulting and operational reform initiatives.

Ruth is a frequent lecturer on procurement, contracting, and women and minority owned business enterprise issues, and has served as an Adjunct Faculty Member at the Rockefeller College at the State University of New York, where she was awarded the Distinguished Service Award. She remains active in numerous civic and professional organizations, including serving on the IT Procurement Workgroup of the NYS Forum, on the Board of the Center for Women in Government, and as a Fellow in the State Academy of Public Administration.

Ron Epstein
Senior Advisor, Transportation and Infrastructure

Ron Epstein joins Ostroff Associates with more than 30 years of experience in transportation and infrastructure policy, legislation, and fiscal management for New York State. He spent the majority of his career in executive leadership roles at the New York State Department of Transportation (NYSDOT).

At Ostroff Associates, Ron advises a diverse portfolio of clients across the transportation sector, including public transit operators and private infrastructure developers, to better navigate New York’s complex legislative, budgetary, and regulatory landscape. He helps clients structure and advance major capital projects, secure state and federal funding, and align their priorities with long-term transportation, climate, and economic development goals, drawing on his decades of experience in multimodal planning, finance, and policy implementation.

In December 2017, Ron was appointed Executive Deputy Commissioner at the NYSDOT, overseeing the development and implementation of integrated multimodal transportation policies, strategic planning initiatives, and long-term financing strategies. Previously, as NYSDOT’s Chief Financial Officer, he managed the agency’s $10 billion annual budget, developed multi-year capital financing plans, and advised both the Transportation Commissioner and the Governor’s Office on fiscal, legislative, and infrastructure policy matters. Before joining NYSDOT in the early 1990s, Ron served as a Legislative Analyst for Assembly Speaker Mel Miller and as a Transportation Program Associate with the New York State Legislative Commission on Expenditure Review.

Nationally recognized as an authority on federal transportation policy and funding, Ron has played a key role in federal surface transportation authorization and annual Congressional appropriations for decades. He has chaired numerous national committees for the American Public Transportation Association (APTA) and the American Association of State Highway and Transportation Officials (AASHTO), served as a panelist on multiple Transportation Research Board (TRB) studies, acted as the Governor’s designee to the Northeast Corridor Commission, and served as Secretary to both the Metropolitan Transportation Authority (MTA) Capital Program Review Board (CPRB) and the New York Metropolitan Transportation Council (NYMTC). He currently serves on the Board of the New York Public Transit Association.

Ron holds a master’s in public administration and public policy from Binghamton University and a bachelor’s degree in political science from SUNY Cortland.

Amy Kramer
Senior Vice President

Amy Kramer joined Ostroff Associates in December 2022, with over 20 years of experience in government relations, corporate affairs, and association management, with a focus on technology, financial services, and community investment.

At Ostroff Associates, Amy utilizes her expertise to represent the state’s top trade associations, as well as clients in manufacturing, financial services, animal welfare, labor, and affordable housing. Amy has also worked with the firm’s pro-bono clients, such as For Habitat for Humanity, where she partnered  with the organization in 2025 to win their top legislative priority – enabling reduced local tax assessments to support more affordable homeownership.  

Prior to joining the firm, Amy served as President of AT&T New York, where she led the company’s external and public affairs, as well as its regulatory and legislative agendas, strategic communications, and foundation initiatives across New York State. In holding the top state legislative affairs position for 12 years, Amy was responsible for developing advocacy strategies and engagement plans to achieve AT&T’s legislative and community investment objectives, leading outreach to elected officials and policymakers to advance the company’s priorities in telecommunications and technology policy. She also ensured that AT&T’s New York customers and public officials received the highest level of service and partnership in the technology and telecommunications sectors.

Before her tenure at AT&T, Amy served as Vice President of Government Affairs at the Credit Union Association of New York, where for ten years she directed the organization’s political and grassroots advocacy programs and helped the association achieve its legislative and policy goals in both New York and Washington, D.C.. Earlier in her career, Amy was awarded a New York State Senate Graduate Fellowship, where she served as a Fellow and later as Legislative Coordinator, gaining early experience in state policy development and government affairs strategy.

In 2024, Amy was recognized on City & State Magazine’s “Responsible 100” list for her work supporting organizations such as Habitat for Humanity, Donate Life, and the Humane Society, as well as for her involvement on the Board of St. Catherine’s Center for Children. She was also honored by Moves Magazine as a “2023 Power Woman.”

Amy earned her Bachelor of Arts in History from the University of Minnesota.

Dan Fuller
Senior Vice President

Dan Fuller joined Ostroff Associates in 2022, bringing over two decades of experience in government relations, legislative affairs, and public policy at both state and federal levels. His distinguished career is marked by successful advocacy and legislative campaigns benefiting nonprofit, education, and public sector organizations nationwide.

Notably, Dan served as Deputy Secretary of Education for Governors Hochul and Cuomo, overseeing the Executive Chamber’s education portfolio. His work encompassed diverse areas including pre-K-12 funding, teacher training, early childhood education, education technology, and school safety. In higher education, he played a pivotal role in initiatives such as the Excelsior Scholarship Program and Tuition Assistance Program, advancing college access and affordability. His portfolio included key state education institutions such as the State University of New York, City University of New York, the Higher Education Services Corporation, and the New York State Education Department, addressing a wide range of education policy and funding issues.

Dan's expertise extends beyond education, as he has also worked on economic development consulting, financial services policy, science and technology, health and mental health, information technology, construction, facilities management, environmental policy, and agriculture-related initiatives.

During the Covid-19 pandemic, Dan actively contributed to the State’s Covid Taskforce, collaborating with state and local leaders on pandemic response efforts from March 2020 through September 2022. His responsibilities included overseeing school closures and reopenings, food distribution, technology access for students and educators, and childcare coordination. He also helped develop guidelines, dashboards, and metrics for schools and colleges and was appointed Director of the Reimagine Education Advisory Council, which guided the safe reopening of schools in partnership with K-12, higher education, and community organizations.

Before serving as Deputy Secretary for Education, Dan worked as Assistant Secretary for Higher Education and Education Policy Advisor in the Executive Chamber. He also held leadership positions at Communities in Schools and the National School Boards Association, and began his career in the New York State Legislature before joining the NYS School Boards Association and CUNY, where he advanced education policy and advocacy initiatives.

Dan has been recognized as a “Trailblazer in Higher Education” by City & State New York every year since 2023. Jay joined Ostroff Associates in 2018 with extensive experience guiding lobbying efforts and leading political campaigns, and he now serves as a lobbyist for the firm, representing clients in key policy areas including agriculture, the hospitality industry, energy and environmental issues, and procurement.

At Ostroff, Jay represents a broad range of clients from small business associations to global corporations and has built a strong reputation of successfully branding and winning legislative issues within the legislature and the public. Jay brings a diverse political skillset to aid our clients in their advocacy efforts; he understands the crossroads of governance and media and assists clients with both their government affairs and public relations needs.

Jay previously worked as a contract lobbyist for an Albany-based consulting firm and also served as the former Government Affairs Director for The NYS Restaurant Association, where he led all advocacy operations for a 2,000-member trade association at the local, state, and federal levels. In this capacity, he successfully lobbied New York State Executive offices, agencies, and the Legislature, as well as local governments including the New York City Mayor’s Office, agencies, and City Council.

Prior to that, Jay worked at the New York State Assembly Department of Communication and Information Systems as Regional Communications Coordinator, where he developed and executed annual communications plans for Members of the Assembly. He also has extensive campaign field experience in management and communications for political candidates.

In 2022, Jay was recognized on City & State New York’s “Albany 40 Under 40 Rising Stars in New York State Government” list. In 2024, he was honored alongside other upstate leaders on City & State’s “Upstate Power 100” list.

With more than a decade of experience in state and local government affairs, Nicholas brings a strong network of relationships and a sharp understanding of how to navigate complex policy and advocacy environments to advance client priorities.

Since joining Ostroff Associates in 2018, Nicholas has demonstrated his ability to translate complex policy goals into actionable plans by leveraging his substantial experience in the legislative process to help clients build effective strategies, engage stakeholders, and achieve measurable results across New York State.

Prior to his role at Ostroff Associates, Nicholas served as a legislative analyst and lobbyist at an Albany-based government affairs firm, where he effectively communicated with clients across industries including transportation, healthcare, and higher education. In this role, he tracked legislation, prepared reports, and advocated on behalf of clients, while also monitoring and advising on state procurement and contract policy issues to ensure clients remained informed and positioned to act accordingly.

Nicholas also spent several years in a pivotal role at the Monroe County Democratic Committee, where he led local campaign operations and organized volunteers to support multiple candidates. His responsibilities included coordinating field activities, producing voter communications, and advocating for candidate platforms within the community.

Sarah Reginelli

Sarah Reginelli is a dedicated and experienced leader in economic development, urban revitalization, and community planning who is joining Ostroff Associates after 20 years in the public and nonprofit sectors. She most recently served as Vice President of Development at Cass Hill Development Companies, a fully integrated commercial real estate and economic development firm producing dynamic projects throughout the Capital Region.

Prior to Cass Hill, Sarah served as President of Capitalize Albany Corporation and CEO of the City of Albany Industrial Development Agency and Capital Resource Corporation, leading the city’s economic development strategy through transformational real estate projects, targeted business assistance, and strategic planning. During her more than decade-long tenure, Capitalize Albany attracted and facilitated more than $1 billion in investment, secured over $40 million in grant funding, and advanced innovative public-private partnerships that shaped the city’s long-term growth. Sarah began serving the Capital Region while working for the Albany Planning Department, where she specialized in neighborhood revitalization, plan development and implementation, and community engagement initiatives.

Sarah remains active in the community, serving on the boards of numerous regional and civic organizations. She has been recognized by the Neighborhood Resource Center as an Outstanding Public Official, named MARCOM’s Communicator of the Year, and selected by the Albany Business Review as a member of the inaugural Power 50, Community of Champions, and 40 Under 40 lists. Most recently, the Albany Business Review recognized Sarah on its 2024 Power 50 list, highlighting influential women in leadership and community development across the Capital District.

She earned a master’s degree in urban geography from the University of Miami, and bachelor’s degrees in public relations and geography from Syracuse University. As a transplant to the Capital Region, she is delighted to have made a home in the City of Albany with her husband and two children.

Adam brings deep expertise in New York State healthcare policy and Medicaid financing to his role as Senior Vice President at Ostroff Associates. He has built a reputation as a trusted strategist and advisor to hospital leadership, coalitions, and state officials, guiding stakeholders through legislative, regulatory, and budgetary change in a highly complex health policy landscape.

Prior to joining the firm, Adam served in senior roles at the Healthcare Association of New York State (HANYS), where he led statewide advocacy campaigns, drafted and negotiated legislative proposals, and advised on major Medicaid and hospital finance issues. Earlier in his career, he worked on the New York State Assembly Ways and Means Committee, providing fiscal analysis, revenue forecasting, and contributing to high-level budget and tax policy negotiations. This combination of legislative insight and healthcare expertise enables him to provide strategic guidance, anticipate emerging policy developments, and advance critical health-sector priorities, ensuring that clients’ interests are effectively represented in high-level legislative and budgetary negotiations.

Thomas Gatto
Vice President

Thomas Gatto joined Ostroff Associates in October 2024, with over a decade of experience in government relations, legislative affairs, and public policy. Tom’s ability to work across a wide range of state policy issues has driven impactful change in New York State.

At Ostroff Associates, Tom develops legislative and budget strategies for a diverse range of clients, with deep experience in the health and human services sector. He helps providers, advocates, and coalitions shape policy, secure funding, and navigate the complexities of the legislative and budgetary processes. He draws on his legislative experience to guide clients in advancing their work and obtaining the resources they need to serve New Yorkers.

Tom started his career as an intern for former Assembly Libraries Committee Chair Bob Reilly. He then served as Legislative Director to Assembly Member Aileen Gunther and Committee Clerk for the Assembly Committee on Mental Health, where he helped lead one of the most effective legislative offices in the state, overseeing the passage of more than 100 bills into law.

Tom has worked with behavioral health advocates to set up a dedicated state fund to combat stigma of mental illness, with disability advocates to achieve cost of living adjustments for nonprofit human services agencies, and with volunteer firefighters to ensure they have adequate insurance coverage for cancer treatments.

Tom holds a bachelor’s degree in Political Science from the University at Albany and a master’s degree in International Public Policy from the Johns Hopkins University School of Advanced International Studies. He also serves as an International Elections Observer for the Organization for Security and Co-operation in Europe, contributing to global policy and democratic governance initiatives in North Macedonia and Uzbekistan.

Casey Fenton
Vice President

Casey Fenton joined Ostroff Associates in January 2020 after working for the New York State Senate, bringing experience in government relations, policy analysis, and public affairs consulting. She currently manages a range of legislative and regulatory business issues on behalf of clients in technology, economic development, and entertainment, leveraging her extensive background in legislative research and policy strategy to serve as a strong advocate for her clients.

Casey joined Ostroff Associates as a Legislative Analyst, where she provided policy research and analytical support for clients and lobbying teams. Soon after she joined the firm, the COVID-19 pandemic began, and her role became crucial to interpreting evolving state regulations and executive orders and keeping clients informed on how those policies impacted their business operations.

Through this work, Casey developed deep expertise in the economic and policy challenges facing New York businesses, a foundation that informs the detail-oriented, strategic service she now provides clients as Vice President.

In addition to her lobbying and client management work, Casey oversees and mentors Ostroff Associates’ team of legislative analysts. As a former analyst herself, she has shaped this integral function into a strong internal support system that enhances research, reporting, and advocacy outcomes across the firm.

Prior to joining Ostroff Associates, Casey served as a Legislative Aide in the New York State Senate, where she conducted bill analysis for committee agendas and performed comprehensive legal and policy research to support bill proposals.

Casey graduated summa cum laude from the University at Albany with a B.A. in Political Science and a minor in Communications.

At Ostroff Associates, Casey specializes in advising and representing clients before New York State government and guiding them through complex legislative and regulatory landscapes across a broad spectrum of policy areas, including energy, environment, economic development, transportation, taxation, and permitting.

In his current role, Casey works closely with legislative offices, state agencies, and non-governmental stakeholders to help clients build strong relationships and achieve measurable policy, budgetary, and regulatory outcomes. He brings expertise to matters related to the Climate Leadership and Community Protection Act (CLCPA), providing strategic counsel on environmental and clean-energy policy compliance and implementation.

Before joining Ostroff Associates, Casey worked in the New York State Senate and at the Adirondack Council, honing his skills in legislative affairs, environmental advocacy, and coalition-building. As a Government Relations Analyst at the Adirondack Council, he cultivated relationships with key officials to advance the organization’s mission through effective advocacy and grassroots engagement. His efforts supported the passage of landmark environmental legislation and budget initiatives focused on climate change and land-use management.

In 2025, Casey was recognized by City & State New York as a “Trailblazer in Clean Energy.”

Casey holds both a Bachelor’s and a Master’s degree in Political Science from the Rockefeller College of Public Affairs and Policy at the University at Albany. Emily Sischo

Emily joined Ostroff Associates as a Legislative Analyst in January 2021 with experience in legislative research, policy analysis, and government relations, and a strong understanding of New York State Government from her years working for the New York State Assembly and on various political campaigns.

As Vice President, Emily represents several clients, including the firm’s gaming and entertainment portfolio, along with clients in the hospitality, tourism, alcoholic beverage, and labor sectors. She provides strategic guidance on legislative and regulatory issues, helping clients navigate policy developments and advocacy priorities across multiple industries.

Before joining Ostroff Associates, Emily served as an Analyst for the Racing and Wagering Committee and for the Local Government Committee in the Assembly’s Majority Program and Counsel Office. During her tenure with the Assembly, Emily also served as a Committee Assistant for the Agriculture, Aging, Housing, and Economic Development Committees. Through this experience, she gained a broad understanding of state policy issues, the legislative and budget process, and stakeholder engagement.

Prior to her work at the Assembly, Emily contributed to several political campaigns at the local, state, congressional, and presidential levels, an experience that provided her with valuable insight into advocacy, communications, and voter engagement across diverse regions in New York and along the East Coast.

In 2025, Emily was recognized by City & State New York as a “Trailblazer in Casinos and Sports Betting.”

Sara Rosenberger
Vice President

Sara began her career in the New York State Senate, serving in various roles within communications and constituent services. She then joined the Healthcare Association of New York State (HANYS), where she worked on behalf of hospitals and nursing homes to advance key health policy and budget priorities through the state’s legislative process, while balancing the complex needs of the association’s diverse membership. In this role, Sara strengthened her relationship management and advocacy skills and built a strong foundation in legislative analysis and government affairs.

Sara most recently served as Director of New York State Relations for the American Red Cross, where she successfully secured state funding to support the organization’s disaster response and biomedical services. Working with key stakeholders during the state budget process, Sara also helped reinforce the organization’s partnership with New York State government by collaborating with legislative leadership on public awareness and community preparedness campaigns.

Sara’s current work at Ostroff Associates includes advancing public health initiatives with a focus on bone marrow and blood cell donation as well as drinking water quality. Sara is also engaged in multiple advocacy efforts to protect the welfare of animals in New York State. 

Sara earned her Master of Arts in Communication with a concentration in political communication from the State University of New York at Albany, and a Bachelor of Arts in Communications from The College of Saint Rose.

Conor Kirwan
Associate

Conor Kirwan joined Ostroff Associates in the fall of 2022 as a Legislative Analyst, supporting clients with legislative research, bill analysis, and media monitoring of key issues. As an analyst, Conor also contributed to the firm’s State of the State and State Budget evaluations, drafting client memos that highlighted important state programs, policy updates, and funding opportunities.

As an Associate, Conor works with clients across a range of industries to develop legislative and communications strategies that effectively convey their key messages to government officials, stakeholders, and the public. He also oversees all aspects of the firm’s external communications, including drafting and publishing the weekly client newsletter, providing timely policy updates, managing social media and digital content, administering the company website, and coordinating advertising and media relations initiatives with prominent outlets.

Before joining Ostroff Associates, Conor served as a Writer and Event Coordinator for the New York State Senate Majority, where he managed the State Senate’s brochure program and was responsible for researching and drafting materials on a wide range of public policy and constituent issues.

Earlier in his career, Conor worked as an Aide in the Governor’s Office of Correspondence, collaborating with state agencies to address and respond to concerns from citizens throughout New York State.

Conor earned a B.A. in Communications with a concentration in Public Relations from The College of Saint Rose.

Spiro Sokaris
Associate

Spiro joined Ostroff Associates in 2023 as a Legislative Analyst with in-depth experience in the legislative and regulatory operations in New York State. In this role, he handled bill analysis, legislative research, and media tracking for priority client issues. As an Analyst, Spiro also supported Ostroff Associates’ State of the State and State Budget reviews by producing client memos on new programs and funding opportunities.

In his current role as an Associate, Spiro works with clients across multiple sectors, including the firm’s gaming portfolio, as well as clients in the transportation, economic development, and labor sectors. He helps shape clear, targeted legislative and communications strategies that drive the client’s priorities with the right legislators and state agencies.

Prior to joining Ostroff Associates, Spiro served as the Analyst for the Racing and Wagering Committee for the Assembly Majority Program and Counsel Office. In this role, he gained significant experience in policymaking and the innerworkings of New York’s budgetary processes. Spiro began his career as a legislative intern for Senator Jim Gaughran and also served as a campaign intern for Senator Michelle Hinchey.

Spiro is a Capital District native and graduated from McGill University with a B.A. in Political Science, and a minor concentration in History.

Prior to joining Ostroff Associates, Michael worked as a Project Coordinator for the New York State Department of Labor’s Intergovernmental Affairs Division, where he conducted legislative and policy research on labor issues and served as a liaison between the Department and the New York State Legislature. Through this role, he gained hands-on experience in government relations and stakeholder engagement within New York’s labor and workforce policy landscape.

Before working at the Department of Labor, Michael served as a Constituent Services Intern in the Albany office of Congressman Paul Tonko, assisting with community outreach and casework initiatives. Earlier in his career, he worked in Washington, D.C. as a Legislative Analysis Intern for Williams & Jensen, a government relations and lobbying firm, where he supported policy monitoring and research for clients across multiple industries.

Michael has a B.A. in Government with minors in Statistics and Hispanic Studies from Hamilton College and earned an Advanced Certificate in Government Affairs and Advocacy from Albany Law School.

Flynne Fasso joined Ostroff Associates in November 2025 with experience in New York State government, communications, and political campaign strategy. In her role, Flynne manages legislative and media analysis, providing the firm’s lobbyists and clients with tailored, real-time updates and policy insights on issues impacting their industries and operations.

Before joining Ostroff Associates, Flynne served as a Communications Coordinator in the New York State Assembly Department of Communications and Information Services (CIS). During her time with the Assembly, she managed multiple regional communications campaigns to advance legislative priorities, public affairs initiatives, and constituent engagement efforts.

Flynne began her career through the New York State Assembly Undergraduate Internship Program, serving as an intern for Assemblymember Steve Otis. In this role, she acted as a liaison between the Assemblymember’s office and external stakeholders, including lobbyists, advocacy organizations, and local businesses, helping to strengthen community and government relations.

Throughout her career, Flynne has worked and volunteered for numerous political campaigns across New York State, gaining valuable experience in grassroots advocacy, communications strategy, and public outreach.

She brings more than 30 years of experience in New York State government and extensive knowledge of the state’s executive and legislative processes, offering valuable insight into government relations and organizational operations.

Before joining Ostroff Associates, Peggy worked at a leading global law firm, where she provided critical administrative and coordination support to a team of legal and government affairs professionals. Her diverse background also includes service in several New York State government offices, including the Office of General Counsel, where she served as Executive Assistant to the Senior Vice Chancellor for Legal Affairs, and the New York State Senate Majority Office of Counsel and Program, where she served as Executive Assistant to the Counsel to the Majority.

Her experience working closely with senior legal and government affairs leadership has equipped her with a deep understanding of state government operations, policy coordination, and organizational management, positioning her to contribute effectively to the firm’s goals and initiatives.

Maddy has served as an Executive Assistant for over 30 years, providing comprehensive administrative and organizational support to attorneys, lobbyists, and senior professionals.

Before joining Ostroff Associates, Maddy worked at Shenker Russo & Clark and Wilson Elser, where she served as Executive Assistant to multiple attorneys and lobbyists, supporting daily operations, scheduling, and client communications in fast-paced legal and government relations environments. Maddy also previously worked at Community Health Plan, where she served in several departments including Medical Records, Behavioral Health, Quality Assurance, Communications, and Administration, gaining broad experience in healthcare administration and internal operations.

Maddy is an active volunteer in Albany County’s Adopt-a-Family program and enjoys cooking, crafting, and spending time with her large family. She is a graduate of Saratoga Springs High School.
