All three begantheir careers at Ostroff Associates as Legislative Analysts before advancing toVice President and now Senior Vice President. Throughout their time with thefirm, Emily, Casey, and Casey have taken on increasingly significant roles inmanaging client priorities, developing advocacy strategies, navigating complexlegislative and regulatory issues, while building strong relationships withpolicymakers and stakeholders throughout New York State.

Emily Sischo
Emily Sischo hasdeveloped extensive experience representing clients across the gaming, food andbeverage, and labor sectors, among other issue areas.
Throughout hercareer at Ostroff Associates, Emily has played an important role in advancingcomplex client priorities before the Legislature, Executive Chamber, and Stateagencies. Her recent accomplishments include helping labor organizations securecritical pension benefits and successfully advocating for an additional vendorfee for Suffolk OTB following the announcement of New York’s three downstatecasino licenses.
Emily’sunderstanding of New York’s gaming landscape, labor issues, and highlyregulated industries has made her a trusted resource for clients navigatingsignificant policy changes and emerging opportunities across the state.
Casey Fenton-Marvell
Casey Fentonrepresents clients working at the intersection of financial services,artificial intelligence, e-commerce, healthcare technology, and professionallicensure.
Her work has helpedclients navigate rapidly evolving industries and transform innovative ideasinto actionable policy priorities. Most recently, Casey helped secure Statesupport for a maternal health application designed to monitor pregnancies andimprove care for Medicaid members. She also successfully advanced legislationupdating New York State’s licensure standards for certified public accountants,helping modernize requirements for an important professional workforce.
Through her workacross technology, finance, and professional services, Casey has developed adiverse policy portfolio that positions her to help clients navigate bothestablished regulatory frameworks and emerging issues before New Yorkpolicymakers.
Casey Marvell
Casey Marvell hasbuilt significant experience across the agriculture, energy and environmental,and workforce development sectors, working on issues that directly affectemployers, workers, and communities throughout New York State.
Among his recentaccomplishments, Casey helped New York dairy farmers secure an overtime taxcredit designed to offset costs associated with changes to the agriculturalovertime threshold. He has also worked to secure critical State funding formanufacturing apprenticeship programs that strengthen New York’s workforcepipeline and support employers seeking skilled workers.
Casey additionallyhelped advance legislation that was signed into law directing the New YorkState Department of Motor Vehicles to partner with the National Marrow DonorProgram, creating new opportunities to raise awareness about marrow and stemcell donation and ultimately support life-saving transplants.
His workdemonstrates an ability to bring together industry priorities, legislativeadvocacy, and coalition building to advance meaningful policy outcomes.
