Ostroff Associates Welcomes Transportation and Infrastructure Policy Leader Ron Epstein as a Senior Advisor

Albany,N.Y. – Ostroff Associates, New York State’s leading government relations firm, welcomes Ron Epstein as a Senior Advisor for Transportation and Infrastructure. Epstein brings more than 30 years of experience in transportation and infrastructure policy, legislation, and fiscal management for New York State, including decades in executive leadership roles at the New York State Department of Transportation (NYSDOT).

At Ostroff Associates, Epstein will advise a diverse portfolio of clients across the transportation sector, including public transit operators and private infrastructure developers, to help them navigate New York’s complex legislative, budgetary, and regulatory landscape. He will support clients in structuring and advancing major capital projects, securing state and federal funding, and aligning priorities with long-term transportation, climate, and economic development goals.

Prior to joining Ostroff Associates, Epstein served as the Executive Deputy Commissioner at NYSDOT, where he oversaw the development and implementation of integrated multimodal transportation policies, strategic planning initiatives, and long-term financing strategies. Ron also previously served as NYSDOT’s Chief Financial Officer, managing the agency’s $10 billion annual budget, developing multi-year capital financing plans, and advising both the Transportation Commissioner and the Governor’s Office on fiscal, legislative, and infrastructure policy matters.

Nationally recognized as an authority on federal transportation policy and funding, Epstein has played a key role in federal surface transportation authorization and annual Congressional appropriations for decades. He has chaired national committees for the American Public Transportation Association (APTA) and the American Association of State Highway and Transportation Officials (AASHTO), served as a panelist on Transportation Research Board (TRB) studies, acted as the Governor’s designee to the Northeast Corridor Commission, and served as Secretary to both the Metropolitan Transportation Authority (MTA) Capital Program Review Board (CPRB) and the New York Metropolitan Transportation Council (NYMTC). He currently serves on the Board of the New York Public Transit Association.

Epstein holds a master’s in public administration and public policy from Binghamton University and a bachelor’s degree in political science from SUNY Cortland.
