


Joe has extensive experience in federal government, public policy, legislative affairs, and executive operations. As Chief of Staff to the Chief Operating Officer at Ostroff Associates, he supports executive leadership in advancing operational priorities, coordinating strategic initiatives, and fostering collaboration across teams to deliver exceptional client service.
Joe previously served as a political appointee in the Biden-Harris Administration in Washington, D.C., including as Special Advisor and Briefing Book Director to Secretary Xavier Becerra at the U.S. Department of Health and Human Services (HHS). In this role, he advised the Secretary and senior leadership on healthcare policy, legislative priorities, and regulatory initiatives. Joe served as the Secretary’s Liaison to the FDA, CDC, NIH, and Congress, communicating HHS’ key priorities. He conducted policy research and analysis, prepared comprehensive briefing books, policy memoranda, and speaking points, and collaborated with internal teams and external stakeholders to support executive decision-making and advance key departmental priorities.
He also served as Special Assistant in the Office of the Secretary at the U.S. Department of Agriculture, supporting strategic initiatives, policy implementation, and coordination across government and external partners. At the White House, Joe worked as an Advance Lead, directing on-the-ground operations for high-profile domestic and international events and coordinating with communications, policy, and operational teams to ensure effective execution of presidential engagements. In this role, he directly supported Vice President Kamala Harris and Second Gentleman Doug Emhoff.
Joe was one of the first staffers hired on Joe Biden’s 2020 campaign for President of the United States, beginning as a Field Organizer in Iowa and later as a Delegates Organizer, coordinating grassroots outreach, managing a multistate delegate portfolio, and implementing the campaign’s first fully virtual Delegate Caucuses nationwide during the early days of COVID-19.
Earlier in his career, Joe worked in the New York State Senate as a Legislative Aide, contributing to state budget negotiations, legislative analysis, and stakeholder engagement. His experience also includes campaign organizing and advocacy, where he developed expertise in coalition building, communications, and grassroots engagement.
Joe holds a Bachelor of Arts in Political Science and Government from Hartwick College, where he graduated summa cum laude and served as President of the Student Government Association. He is also a Master of Public Administration candidate at Cornell University’s Brooks School of Public Policy. In 2018, Joe was named the National Political Science Honor Society’s Scholar of the year.
